Referring to your telegrams of yesterday and to-day.
I infer from your telegrams that Imperial decree has
been issued and that the loan agreement is to be signed-
in a shape satisfactory to you- before payment is made.
1. This being so I approve your proposal and, on receipt
of a definite request from you by telegraph, I will
arrange for the Crown Agents to remit the equivalent
of 2,090,806, gold dollars by telegraph to-morrow to
the Chinese Miinister at NewYork. I will inform you
earliest
later as to the exag date at which it will be possible
to remit the balance- probably about a eek or ten
days. If you can name a specific date, it will assist
the Crown Agents. All expenses of remitting will of
course be added to the amount of the loan hich the
Viceroy will have to repay.
